Mission
Our Mission
EPATS is committed to developing a seamless regional transit system to enhance public transportation throughout the El Paso region.
The planning process to establish the El Paso Area Transportation Services, Local Government Corporation (EPATS, LGC) began in 2016, with the goal of encouraging local governments to collaborate on regional multimodal transportation solutions and improve mobility for Greater El Paso residents. A report recommending the LGC structure was published in 2018, and EPATS was formally established by the Texas Secretary of State on November 29, 2021.
EPATS, LGC represents a partnership between El Paso County, the Town of Horizon City, the City of San Elizario, the Town of Clint, the Town of Anthony, and the Village of Vinton.

Accessibility
How we built ADA paratransit
In 2024, EPATS drafted an ADA Paratransit Plan for El Paso County following federal guidelines. The process included consulting individuals with disabilities and their representative organizations, establishing an Access Advisory Committee for ongoing participation in service development and assessment, and public outreach — meetings, a public hearing, accessible materials, and public comment.
