The El Paso Transportation Authority (ETA) began providing ADA Paratransit service to rural El Paso County in August 2024. ETA's ADA Paratransit Plan was created by the El Paso Area Transportation Services, Local Government Corporation (EPATS, LGC) and approved by the Texas Department of Transportation.

About ETA Access

What is ETA Access?

ETA Access is a free, shared-ride, origin-to-destination transportation service for customers who are unable to use ETA Paseo fixed-route buses because of a disability. The service operates in the same areas and during the same days and times as ETA Paseo fixed routes. Rides can be reserved one to seven days in advance, with limited same-day service available. ETA Access serves all trip types equally, including medical appointments, shopping, and personal travel. ADA eligibility includes individuals with a disability who cannot navigate the transit system without assistance, require an accessible vehicle when one is not available, or are unable to reach a transit stop.

    Submit your application

    • By eFax: (915) 232-9897.
    • In person: Monday–Friday, 8am–5pm at a partner location (listed below).

    In order for your application to be considered complete, all questions must be answered.

    Phone interview

    After submitting, call the Eligibility Program at (915) 247-0505 or 711 (TTY).

    Incomplete applications are returned to the applicant.

    Step 3

    In-person functional assessment (optional)

    ETA access may request a phone interview and/or an in-person functional assessment for more information. If requested, it evaluates your most limiting functional ability and may involve simulated trips assessing balance, coordination, and safety.

    The assessment is completed by a licensed Physical or Occupational Therapist, is free of charge, and ETA access provides transportation to the assessment.

Information in this application is kept confidential and shared only with professionals involved in evaluating your eligibility. ETA will use it only to determine eligibility for ETA access and for transportation-related purposes, and will keep it confidential and secure.
