Charter
Charter Services
Charter Service Policy
Federal regulations define charter service as transportation provided using buses, vans, or facilities funded under Federal Transit Acts for a group traveling together for a common purpose. Charter service is provided under a single contract at a fixed charge, in accordance with the carrier's tariff, and gives the group exclusive use of the vehicle or service. Travel follows an itinerary established in advance or modified after departure. This definition also includes the incidental use of FTA-funded equipment for the exclusive transportation of school students, personnel, and equipment (49 CFR §604.5).
Does ETA Provide Charter Services?
As a recipient of Federal Transit Administration (FTA) funding, ETA may not provide charter service when a private charter operator in the service area is willing and able to provide the requested service. Because ETA uses federal funding for transit operations, we do not provide charter services, irregular service, or infrequent service for which a premium fare is charged, except under the following FTA exemptions:
- Government Officials — Up to 80 hours annually
- Qualified Human Service Organizations (QHSOs) — Organizations serving elderly, disabled, or low-income populations
- Private Charter Operator Agreements — Established agreements allowing the use of FTA-funded facilities or equipment
When ETA provides charter service under one of these exemptions, ETA staff must report the activity to the FTA quarterly.
Qualified Human Service Organizations
If you are a Qualified Human Service Organization and would like to request charter service from ETA, you must first register and receive FTA approval before submitting your request. More information and registration instructions are available through the FTA.
Request Charter Service
If ETA receives a charter service request that we cannot provide, we will refer the request to the nearest private charter provider in the service area or direct you to the FTA Charter Bus Service website for information about obtaining private charter services.
